開発用コマンド群がインストールされていないですね。
bison や flex とか。binutils かな？
Vine-3.1 なら Plus に a2ps-4.13b-30vl4.i386.rpm がありますので、
Plus を apt line に追加して apt-get install a2ps するのが簡単です。
apt の使い方はオンラインドキュメント等を参照してください。
もちろん、ftp サイトからダウンロードして、rpm -ivh してもいいです。
