include_pathにgw.confが見つからないエラーだと思います。
gw.confが/home/httpd/html/skyboard/gw.confにあるならば

include("/home/httpd/html/skyboard/gw.conf");

とするか、php.ini でinclude_pathを変更してみてはどうでしょう？
