私はmenu.lstに
 acpi=off apm=on apm=power-off
この３つを追加記述して電源が落ちるようになりました。

参考にmenu.lstの当該部分をコピーします。

title Vine Linux (Current kernel)
        root (hd0,1)
        kernel /vmlinuz ro root=LABEL=/ resume2=swap:/dev/hda5 acpi=off apm=on apm=power-off
        initrd /initrd.img
