自己レスです。
etc/rc.d/init.d/network のスクリプトで、other device のupを
処理する部分に sleep 10 を挿入すると、問題なく自動的に
アドレスが設定されることがわかりました。
 # bring up all other interfaces configured to come up at boot time
　----省略----
  sleep 10
  action $"Bringing up interface $i: " ./ifup $i boot
 done

 # Bring up CIPE VPN interfaces
 -----END----
実際には ifup スクリプトで処理したほうがいいのかも知れません。
ただ、何故この遅延をいれなきゃいけないのかはわかりません。
